Documents for use outside of Singapore may need to be witnessed or attested to by a Notary Public, and in some cases, legalised up to the relevant embassy or consulate. No legalisation is required if the destination country is a member of the Hague Convention (Apostille section).

 

As of 1 October 2019, it is mandatory for all notarised documents to be authenticated by the Singapore Academy of Law . Some common documents include powers of attorney, board resolutions, court documents for foreign proceedings, utility bills, bank account statements and educational certificates.

 

Documents that are issued by the Singapore government such as Singapore passports, Singapore NRICs and Birth Certificates need not be notarised unless otherwise required by the destination authority, and may be directly legalised by the Singapore Academy of Law.


Affidavits and statutory declarations for use within Singapore will have to be affirmed, sworn or declared before a Commissioner for Oaths.   If there are exhibits to the affidavits or statutory declarations, a corresponding cover sheet must be prepared for each exhibit, on which the Commissioner will affix his or her signature.
